He said:<\/p>\n<p>People are indeed being caught and released and as I said, the problem lies with the prosecuting authorities who keep on postponing and dragging cases.<\/p>\n<p>However, people need to understand how Zacc operates. Zacc has the power to arrest but doesn\u2019t have the power to prosecute, so what that means is that they can catch but they can\u2019t release or control the release.<\/p>\n<p>That power lies with the judicial system and we have no authority to say this one must be prosecuted and sentenced stiffly.<\/p>\n<p>President Mnangagwa was speaking at a symposium organised by Transparency International Zimbabwe (TIZ), Africa Parliamentarians Network Against Corruption (Apnac) and the Zimbabwe Anti- Corruption Commission (Zacc) in Harare in a belated commemoration of International Anti-Corruption Day on Friday.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>President\u00a0Emmerson Mnangagwa\u00a0has defended the\u00a0Zimbabwe Anti-corruption Commission (ZACC)\u00a0amid criticism from various quarters for its penchant for \u201ccatching and releasing\u201d corrupt political elites.
