ACTING Chief Magistrate, Munamato Mutevedzi has bemoaned the congestion at the Tredgold government building in Bulawayo.<\/p>\n
The magistrate said the jamming was affecting judiciary service delivery at the Bulawayo Magistrates\u2019 Courts, which is also housed at the same property.<\/p>\n
Apart from housing the Bulawayo Magistrates\u2019 Courts, Tredgold is also home to the Labour Court, the Surveyor General Department, Department of Social Services, Registrar General\u2019s Office, Local Government Ministry and Umguza Rural District Administrator\u2019s Office.<\/p>\n
The Deeds and Intellectual Properties, District Development Fund (DDF), the Justice and Finance ministries, Public Service Commission (PSC) and the National Prosecuting Authority (NPA), also occupy the building.<\/p>\n
Briefing Chief Justice Luke Malaba Friday, Justice Minister Ziyambi Ziyambi and Local Government minister July Moyo, Mutevedzi appealed to government to avail funds to decongest the building.<\/p>\n
\u201cIt is not members of the Judiciary Service Commission who occupy this building only. There is quite some massive overcrowding in this building because there are various departments that occupy it,\u201d he said.<\/p>\n
\u201cIt was our hope that if resources are permitting, the other challenges having been overcome, measures be taken to decongest the building so that it becomes a better working environment for the JSC staff.\u201d<\/p>\n
Mutevedzi told the ministers and Malaba that as a result of the overcrowding at the building, some illegal activities were happening in and outside to the building.<\/p>\n
\u201cWe do not know at times who comes in. We cannot even enforce the stop and search measures that we do at other courts because many offices are housed here. The situation is worsened by illegal money changers who operate outside the building,\u201d said Mutevedzi.<\/p>\n
The Chief Magistrate also urged the government to expand the Labour Court.<\/p>\n
He was concerned that JSC staff was failing to get parking space due to overcrowding.<\/p>\n
Responding to the challenges raised, Minister Moyo said his ministry will consider the magistrate\u2019s proposal.<\/p>\n
\u201cI do not know when Matabeleland North provincial minister will move out of Mhlahlandlela Building but this will give us a window of opportunity to re-look at all these offices that are here at Tredgold building.<\/p>\n
\u201cAs they move out, I hope we can leave the core departments that are linked to justice such as registrar general, deeds office, remain housed here while others move to Mhlahlandlela when the Matabeleland North provincial leadership move to Lupane,\u201d Moyo said.<\/p>\n
