{"id":25656,"date":"2020-07-24T20:20:33","date_gmt":"2020-07-24T18:20:33","guid":{"rendered":"https:\/\/www.africa-press.com\/zimbabwe\/?p=25656"},"modified":"2020-07-24T20:20:33","modified_gmt":"2020-07-24T18:20:33","slug":"zimbabwe-covid-19-must-not-be-used-to-stifle-freedoms-says-un-rights-office","status":"publish","type":"post","link":"https:\/\/www.africa-press.cc\/zimbabwe\/all-news\/zimbabwe-covid-19-must-not-be-used-to-stifle-freedoms-says-un-rights-office","title":{"rendered":"Zimbabwe: COVID-19 must not be used to stifle freedoms, says UN rights office"},"content":{"rendered":"<p>OHCHR spokesperson Liz Throssell, speaking to journalists in Geneva, expressed concern over allegations suggesting that Zimbabwean authorities may be using the COVID-19 crisis as a pretext to stifle freedom of expression and peaceful assembly on the streets.<\/p>\n<p>Targeting health workers<\/p>\n<p>Amid a deteriorating economy, she said it was clear that COVID-19 has added greatly to the challenges Zimbabwe faces, and placed a further burden on an already struggling health sector.<\/p>\n<p>She said the human rights office was concerned over reports of \u201cpolice using force to disperse and arrest nurses and health workers\u201d, for breaching lockdown restrictions while simply \u201ctrying to protest for better salaries and conditions of work\u201d.<\/p>\n<p>According to OHCHR, on Tuesday, Zimbabwean President Emmerson Mnangagwa, highlighted an increase of 600 COVID-19 cases in a week \u2013 to a total of 1,713 \u2013 and announced a series of measures that he said were necessary to curb the spread of the disease.<\/p>\n<p>These include a dusk to dawn curfew and the curtailment and suspension of freedoms that, as he put it, Zimbabweans \u201chave always enjoyed\u201d.<\/p>\n<p>\u201cWhile recognizing the Government\u2019s efforts to contain the pandemic\u201d, the OHCHR spokesperson said \u201cit is important to remind the authorities that any lockdown measures and restrictions should be necessary, proportionate and time-limited, and enforced humanely without resorting to unnecessary or excessive force\u201d.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">?? <a href=\"https:\/\/twitter.com\/hashtag\/COVID19?src=hash&amp;ref_src=twsrc%5Etfw\">#COVID19<\/a> should not be used to clamp down on fundamental freedoms, including freedom of expression &amp; right to peaceful assembly. Learn more: <a href=\"https:\/\/t.co\/WvwmYmZSfc\">https:\/\/t.co\/WvwmYmZSfc<\/a> <a href=\"https:\/\/t.co\/eqeo2iZVNc\">pic.twitter.com\/eqeo2iZVNc<\/a><\/p>\n<p>&mdash; UN Human Rights (@UNHumanRights) <a href=\"https:\/\/twitter.com\/UNHumanRights\/status\/1286610858026598401?ref_src=twsrc%5Etfw\">July 24, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Pattern in intimidation<br \/>\nA pattern of intimidation became clear surrounding events in May when three female members of the main opposition party, were arbitrarily arrested and detained for taking part in a protest.<\/p>\n<p>Joana Mamombe, Cecilia Chimbiri and Netsai Marova, alleged that after State security officials abducted them from a police station, they were tortured and sexually assaulted.<\/p>\n<p>\u201cThe women were then formally arrested in June, charged with participating in the protests and faking their abduction\u201d, said Ms. Throssell, adding that they had been recently released on bail.<\/p>\n<p>Exercising \u2018recognized human rights\u2019<br \/>\nAmong the latest incidents, investigative journalist Hopewell Chin\u2019ono was arrested on 20 July, and charged with inciting public violence.<\/p>\n<p>This came after he tweeted support for nationwide protests against Government corruption and worsening economic conditions, said OHCHR.<\/p>\n<p>Jacob Ngarivhume, an opposition leader who has been calling for the protests on 31 July, was also detained and similarly charged.<\/p>\n<p>\u201cMerely calling for a peaceful protest or participating in a peaceful protest are an exercise of recognized human rights\u201d, stressed Ms. Throssell.<\/p>\n<p>Finding answers<\/p>\n<p>The UN rights official maintained that OHCHR encourages the Government to \u201cengage with civil society and other stakeholders to find sustainable solutions to grievances while ensuring that people\u2019s rights and freedoms are protected in accordance with Zimbabwe\u2019s human rights obligations\u201d.<\/p>\n<p>In conclusion, she said the State had an obligation to \u201cguarantee economic, social and cultural rights\u201d of Zimbabweans.<\/p>\n<p>A mother homeschools her children in Shamva district, Zimbabwe, during the COVID-19 pandemic.Over 10,000 confirmed COVID-19 cases in Africa; Zimbabwe and South Sudan among most vulnerable Women and children sit on mattresses on the floor at a detention centre in Tripoli, Libya.
