{"id":28087,"date":"2020-09-24T22:34:37","date_gmt":"2020-09-24T20:34:37","guid":{"rendered":"https:\/\/www.africa-press.com\/zimbabwe\/?p=28087"},"modified":"2020-09-24T22:34:37","modified_gmt":"2020-09-24T20:34:37","slug":"council-virtual-budget-consultations-a-success","status":"publish","type":"post","link":"https:\/\/www.africa-press.cc\/zimbabwe\/all-news\/council-virtual-budget-consultations-a-success","title":{"rendered":"\u2018Council virtual budget consultations a success\u2019"},"content":{"rendered":"<p>BULAWAYO city fathers have claimed that the on-going WhatsApp budget consultations were proving more productive than physical meetings.<\/p>\n<p>Council has proposed a $17 billion budget for 2021 up from the $2,8 billion for 2020.<\/p>\n<p>The local authority is concurrently pushing for a $2,85 billion supplementary budget, citing an unfavourable inflationary environment.<\/p>\n<p>The budget consultation process comes at a time residents are up in arms with council over reports of corruption and punishing water shortages.<\/p>\n<p>Council finance director Kempton Ndimande on Tuesday said the WhatsApp budget consultation platform was proving more successful than previously held physical meetings.<\/p>\n<p>\u201cWe would like to commend residents for their co-operation during the online budget consultative meetings,\u201d Ndimande said.<\/p>\n<p>\u201cThe response we got from them is quite overwhelming. We have never had such interaction even during times when we would hold physical meetings.\u201d<\/p>\n<p>He, however, admitted the downside of relying on WhatsApp and revealed that small group meetings would be considered for further consultations at the City Hall.<\/p>\n<p>\u201cWe do acknowledge our shortcomings. We have noted some of the factors, especially that of time that other residents would still be at their respective workplaces. In the future, we will make sure that we improve,\u201d he said.<\/p>\n<p>However, critics argued that the WhatsApp platform was not inclusive, adding that it was discriminatory against age and those without resources to buy the data to participate.<\/p>\n<p>\u201cCouncillors must use community structures that are within their reach, they do not need to fill up community halls. They know vendors and structures that can be easily be contacted for consultations,\u201d argued Michael Ndiweni, the co-ordinator of the Bulawayo Vendors and Informal Traders Association.<\/p>\n<p>\u201cWe call for a multi-pronged budget-making consultative strategy. The WhatsApp platform cannot be the sole strategy as I have seen it being touted as revolutionary.
