{"id":3182,"date":"2019-02-05T15:57:21","date_gmt":"2019-02-05T15:57:21","guid":{"rendered":"https:\/\/www.africa-press.com\/zimbabwe\/?p=3182"},"modified":"2019-02-05T15:57:21","modified_gmt":"2019-02-05T15:57:21","slug":"ziyambi-grilled-over-child-arrests","status":"publish","type":"post","link":"https:\/\/www.africa-press.cc\/zimbabwe\/all-news\/ziyambi-grilled-over-child-arrests","title":{"rendered":"Ziyambi grilled over child arrests"},"content":{"rendered":"<p>JUSTICE minister Ziyambi Ziyambi was last week grilled in Parliament over the arrest and detention of children on allegations of violence and looting during last month\u2019s violent countrywide protests.<\/p>\n<p>Mutasa South MP Regai Tsunga (MDC Alliance) asked Ziyambi to explain why there was no observance to protect children\u2019s rights during the arrests.<\/p>\n<p>\u201cWe have seen disturbing pictures and read stories about children sharing same prison cells with adults,\u201d Tsunga said.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2818\" src=\"https:\/\/www.africa-press.com\/zimbabwe\/wp-content\/uploads\/sites\/14\/2019\/01\/Child-Zimbabwe-300x173.jpg\" alt=\"\" width=\"300\" height=\"173\" srcset=\"https:\/\/static.africa-press.net\/upload\/sites\/14\/2019\/01\/Child-Zimbabwe-300x173.jpg 300w, https:\/\/static.africa-press.net\/upload\/sites\/14\/2019\/01\/Child-Zimbabwe.jpg 728w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<div id=\"newsd-1353784240\" class=\"newsd-2nd-advert-incontent\">\n<p>His concerns also came at a time when children\u2019s rights groups raised concern over the conditions under which the arrested minors were being held, saying they were in contravention of human rights conventions.<\/p>\n<p>The Zimbabwe National Council for the Welfare of Children (ZNCWC) said the ages of the children arrested ranged from<br \/>\nnine to 17 years.<\/p>\n<div class=\"code-block code-block-2\"><\/div>\n<p>Ziyambi said: \u201cI would like to refer Tsunga to the Criminal Procedure and Evidence Act, which clearly states what has to be done with children who are in conflict with the law.<\/p>\n<p>\u201cHowever, as government, we came up with the pre-trial diversion programme so that those children in conflict with the law are dealt with separately from the adults, that is government policy,\u201d he said. Discontented with the Justice minister\u2019s response, Tsunga said he needed further clarity, adding that the incarcerated children were in leg irons and kept in same cells with adults.<\/p>\n<p>Speaker of the National Assembly Jacob Mudenda then quashed further questions, saying Tsunga should put his questions in writing and give specific incidences of the cases of the affected children.<\/p>\n<p>But Mutare Central MP Innocent Gonese (MDC Alliance) said it was a well-known issue, which did not need further specifics, adding it was imperative for Ziyambi to clarify the policy on juveniles.<\/p>\n<p>\u201cThe written question will point out the places where this has taken place so that a direct investigation is done by the minister concerned,\u201d Mudenda said.<\/p>\n<div id=\"newsd-1732305150\" class=\"newsd-ads-links\"><\/div>\n<div id=\"newsd-768616399\" class=\"newsd-2nd-advert-incontent-250\"><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>JUSTICE minister Ziyambi Ziyambi was last week grilled in Parliament over the arrest and detention of children on allegations of violence and looting during last month\u2019s violent countrywide protests.
