{"id":55398,"date":"2022-03-02T23:29:42","date_gmt":"2022-03-02T21:29:42","guid":{"rendered":"https:\/\/www.africa-press.net\/zimbabwe\/?p=55398"},"modified":"2022-03-02T21:34:54","modified_gmt":"2022-03-02T19:34:54","slug":"pomona-waste-to-power-project-nguwaya-colleagues-to-get-us14-6-million-yearly-2027-2052","status":"publish","type":"post","link":"https:\/\/www.africa-press.cc\/zimbabwe\/all-news\/pomona-waste-to-power-project-nguwaya-colleagues-to-get-us14-6-million-yearly-2027-2052","title":{"rendered":"Pomona Waste-To-Power Project: Nguwaya, Colleagues To Get US$14.6 Million Yearly 2027-2052"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Zimbabwe. <\/strong><\/span>On Monday, February 28, 2022, Zimbabwe\u2019s local government minister, July Moyo, met Harare City Councillors and presented a draft agreement with Netherlands-registered company Geogenix BV which says it will invest US$344 million in a waste-to-energy project at the Pomona dumpsite north of Harare.<\/p>\n<p>It aims to generate 22 megawatts of electricity to be sold to state-owned power utility ZESA when fully functional.<\/p>\n<p>Moyo; the Harare City Council\u2019s legal adviser Warren Chiwawa; Lixon Chikumbirike of the Attorney General\u2019s office; acting Harare town clerk Phakamile Mabhena Moyo, Geogenix BV\u2019s Zimbabwe representative Dilesh Nguwaya, local government director Fungai Samuel Mbetsa and Miliad Lopa, whose LinkedIn profile says he is an Albanian national and president of the International Consulting Agency, signed the document.<\/p>\n<p>The investment was given \u201cNational Project Status\u201d by the Cabinet, which approved the deal on February 14, therefore, Geogenix BV will enjoy exemptions on imported capital goods.<\/p>\n<p>Former councillor, Rusty Markham, now the MP for Harare North, the deal, titled, \u201cConcession Agreement to Design, Build and Operate the Harare Pomona Waste Management Facility and Waste to Energy Power Plant,\u201d is flawed. Markhan told ZimLive:<\/p>\n<p>It\u2019s a flawed agreement reached without public consultations or public tendering. It has not been subjected to any oversight by parliament. My analysis is that it\u2019s also designed to fail, at which point Geogenix BV will walk away with a hefty payout.<\/p>\n<p>The agreement will see Harare give up its main dumpsite to Geogenix BV on a free lease for the next 30 years, at the end of which the site will be handed over to the government by the company. The deal is officially a build, operate and transfer.<\/p>\n<p>Harare will pay Geogenix BV US$40 per tonne delivered. The stipulated daily delivery is at least 550 tonnes or a minimum of 200 750 tonnes per year \u2013 translating to US$8.03 million for Geogenix BV in the first year.<\/p>\n<p>By the second year, the daily tonnage will rise to 650; going up to 750 in the third year; 850 in the fourth year and 1 000 tonnes per day at the start of the fifth year, meaning Harare will pay Geogenix BV a minimum US$14.6 million annually starting in 2027 until 2052.<\/p>\n<p>The agreement says should Harare fail to meet the minimum quantities, the city will still be invoiced as though it made the deliveries to meet the minimum annual guaranteed waste quantity.<\/p>\n<p>Mayor Jacob Mafume said the deal \u201cstinks to high heavens\u201d, adding: \u201cIt\u2019s plain thievery.\u201d<\/p>\n<p>Markhan a member of the opposition Citizens Coalition for Change (CCC) suspects foul play as two tenders floated in the past were not awarded. Markham added:<\/p>\n<p>All of a sudden comes along this company waiving something called \u2018Cabinet approval\u2019 and an exemption from PRAZ (the Procurement Regulatory Authority of Zimbabwe).
