The city appreciates the patience of all stakeholders during the last two months as we were migrating to a new system. All efforts have been made to clean clients\u2019 data,\u201d read the statement.<\/p>\n<p>Harare was paying US$35 000 annually to Quill Associates before fees were hiked to US$75 000.<\/p>\n<p>The system was disconnected close to two months ago and ratepayers were left stranded after council resorted to manual imputing of receipts that did not give them updates on payments made. The system denied ratepayers access to information regarding their accounts.<\/p>\n<p>The BIQ system disconnection denied property owners general information on the status of their accounts.<\/p>\n<p>BIQ withdrew its services after the Reserve Bank of Zimbabwe questioned the increase in price by the South African systems developer and demanded justification for the hike from $35 000 to $75 000.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>HARARE City Council says it has migrated to a new billing system after the local authority failed to pay for a controversial and highly-criticised BIQ billing system, prompting Quill Associates, the South African system developer, to terminate its services.
